Also known as "Doctors without Borders".  An independent organisation,
with headquarters in Brussels and Lyon, whose aim is to provide medical
and humanitarian aid in wartime.  Currently active in over 80 countries. 

Most SITOR-A selcals used are of the "MSFx" series.  Recent use of
PacTOR-II PSK modems noted, using same selcal structure but with prefix
"PAC".
