 		 In some regions of the world and especially in developing countries, HF radio offers a reliable, cheap and effective platform for internal government communications.  There are many examples of police, customs, border guard, civil defence and other organizations on HF. 

Monitors often group such operations under the umbrella term "MOI" (Ministries of the Interior).  Here are detailed profiles on the various MOI operations audible on HF radio.
