Although some of the countries below have migrated their diplomatic operations to satellite links, HF is sometimes used for backup, or in times of crisis.  Also, the continuing development of high-speed, robust digital communications systems often results in a renewed interest in HF.  When this happens, it is often the case that the same frequencies and operating habits are simply transferred to new equipment.
