Speculation that network is partly run for communications between MFA
and Iranian Islamic Revolutionary Guard Corps in Teheran.

Uses 18506kHz as a coordination base frequency for USB and CW
operations.

3 digit station (embassy?) identifiers, most usually ending in "01".

Use 7Plus encoding for binary file transfer to BBS.

Until July 1997 used standard Kantronics KAM TNCs as Packet Radio BBSes,
later switching to PacTOR modems using an as yet unidentified bit
scrambled sub-mode.  PacTOR modems identify in CW using the same 3 digit
identifier scheme at regular intervals. 

Operators chat in Arabic and unidentified Arabic dialect before and
after traffic transferred using USB 1.7KHz below CF of data channel.
