Its federal mission is to serve as the federal reserve force, but when not in active duty, also provides support to states, usually under the command of the Governor. In this capacity, they complete required training and serve as the first military responders within states during emergencies. The Army National Guard distributes its approximately 360,000 forces across the 54 states and territories. The Governor (or senior executive) in each state has authority over that state's Guard forces during peacetime and while activated for state emergencies. The President serves as commander-in-chief for units that are mobilized for Federal active duty. A Chief of the National Guard Bureau (NGB), who oversees both the Army and Air Guards. Reporting to the Chief, are Directors for both Army and Air, who each manage full-time staffs. The Director of the ARNG leads the ARNG Directorate, headquartered in the Army Guard Readiness Center in Arlington, Virginia, just a few miles from the Pentagon. Many offices of the Directorate are located in the Washington DC area, to include offices in the Pentagon and Crystal City, VA.
