HF radio offers a cheap and effective
method of providing communications for a variety of situations. Non-governmental
organizations (NGOs) such as the United Nations High Commission for Refugees
and other charitable organizations have long made use of readily available
amateur "ham" radio gear to support operations during times of crisis and
human suffering.
